The difference between permanent and temporary rotation

When you rotate a page in a PDF viewer like Adobe Reader or Chrome's built-in viewer, you are changing a display preference — a local setting that tells that specific application to show the page rotated. The file itself is unchanged. If you send that document to someone else, email it to a client, upload it to a portal, or open it on a different device, it will appear in the original (wrong) orientation. Permanent rotation is different. It writes the rotation directly into the PDF page structure — a value called the Rotate entry in the page dictionary. Every application that opens the file reads this value and displays the page correctly. You fix it once, it stays fixed everywhere.

Why your PDF is showing sideways in the first place

Scanned documents are the most common cause. When a scanner feeds paper in the wrong direction — landscape instead of portrait, or upside down — the resulting PDF has the wrong orientation baked in. The scanner does not know how the paper was oriented. A second common cause is PDF export from design or layout software that defaults to landscape orientation.
